I have made some changes to the example you provided.
First.
Decrease dataLimitFrom in your data and increase dataLimitTo.
These parameters does exactly that - limits area. That was one of the problems why your data in TimeChart started from 3:00:00 instead of 0:00:00.
You have first data point at 3:00:00 and dataLimitFrom also to that time.
Second thing.
If you want to limit x-axis and even force user no to change it by scrolling to the right or left, then you could use these settings:

zooming: {
enabled: false
},
scrolling: {
enabled: false
},
snapMode: "displayUnit"
}
I also added month and day to area.displayUnits.
You probably would like to set
navigation.initialDisplayAnchor: //set this to whatever timestamp you need
Note that this sets period end time in UTC milliseconds.
